Where Will Be Three CMs Leaving Post After Celebrating Dashain?

Oct 14, Kathmandu- Three chief ministers(CM) of the state government are leaving after Bada Dshain. Recent political developments have shown that they are about to resign. The chief ministers of Province No. 1 and Bagmati are on leave as a result of political change, while the Karnali state government is preparing to take leave by handing over power as per its own commitment.

If Chief Minister Ashtalakshmi Shakya, who received the Chief Minister's 'gift' from CPN (UML) Chairman KP Sharma Oli for leaving with Madhav Kumar Nepal on August 18, had taken legal action, a vote of confidence should have been taken by September 18. However, she practiced using the power to her advantage as the UML president. As a result, she has been reinstated as the Chief Minister of Bagmati Province.

After Shakya became the chief minister, speaking out strongly against the 'illegal' use of power by UML chairman Oli, she has not been able to stand firm on the question of political ethics and legitimacy she has been raising. Even though the agenda for taking the vote of confidence has been made in the state assembly, goodwill has been shown by giving exemption to the tenth as the chief minister. His exit is considered certain as he is in the minority and there is no possibility of an atmosphere in his favor.

Bhim Acharya, the secretary of the Madhav Nepal faction in the CPN-UML, also decided to stay in the CPN-UML when it became a separate party. The secret of his decision was revealed eight days later. After Oli made him the Chief Minister of State-1, the incumbent Chief Minister Sherdhan Rai resigned. Acharya was sworn in as the Chief Minister on August 26. According to the constitution, he too had to take a vote of confidence to prove that he has a majority in the state assembly by 26  September. However, Acharya, who was appointed as the chief minister knowing that his party is in the minority, has not taken a vote of confidence. Acharya's remarks about the then Oli-led government and questions of morality have now returned to him.

Meanwhile, after the UML withdrew its vote of confidence in Karnali and prepared to topple the government, Chief Minister Mahendra Bahadur Shahi has maintained the vote of confidence with the support of the Nepali Congress. His government is still in the majority, as he reached a "gentlemanly agreement" to hand over power to the Congress after October. He will not be the chief minister after the first week of October, as he has made public his commitment to hand over power.


After his removal, Jeevan Bahadur Shahi, a Congress central member and a minister in the royal government in the state government, will become the chief minister, while the CPN (Maoist Center) will trust his government. There are only 6 MPs in the Karnali Provincial Assembly. When Jeevan Bahadur Shahi is the Chief Minister, the Maoist center will be the one to protect him. His government will be in danger the day the Maoists fail to please the center.

Although the replacement of Balwala Chief Ministers Acharya and Shakya has been ensured in Province-1 and Bagmati Pradesh, the incoming Chief Minister has not been decided yet. The CPN (Unified Socialist), which broke away from the UML, is claiming that both the states will be under its leadership. He had made it public that he had participated in the federal government with four ministers and the chief ministers of both the states.

However, the situation is different in the states. The Congress state parliamentary party has already decided to form a government under its own leadership. In State-1, Congress parliamentary party leader Rajiv Koirala is seen as a possible candidate for the chief ministership. In Bagmati Pradesh, Congress parliamentary party leader Indra Baniya has been preparing for the post of Chief Minister from the very beginning. Prime Minister and party president Sher Bahadur Deuba is also working hard for the establishment party within the party.

After the then Prime Minister KP Sharma Oli dissolved the House of Representatives on December 20, a no-confidence motion was filed against the then Chief Ministers by the then CPN (Maoist). At that time, Deuba had chosen Bagmati saying that he should have his own leadership in one of the two states. For the same reason, the UML-led state government did not fall even after the no-confidence motion was registered. Congress failed to form a government.

At present, the UML-led governments in both the states, which are in the minority, have to be toppled and given the option of a chief minister. However, the Bagmati Province Congress parliamentary party has decided to form a Congress-led government last Thursday. However, the CPN (Unified Socialist) has claimed that both the states are on its side.

"Under the leadership of Jaspa, there is a two-state government. In the rest of the states, the three parties have agreed to have two / two chief ministers," said Rajendra Pandey, vice-chairman of the CPN (Unified Socialist). Even if we have to choose, Bagmati will remain our priority. ” He said that there was no need to elect in the state government. Pandey will be the chief minister when the UCPN (Maoist) gets the leadership of the state government.

The Congress has already taken the lead in the Gandaki state government and is preparing to take the lead in Karnali as well. In Lumbini, it has been made public that the Maoist center has agreed to become the chief minister at the state level for half a term. Therefore, the leaders of the Unified Socialists have been saying that the Congress will not get an additional Chief Minister.

However, the Congress state parliamentary party has decided to form a government under its own leadership. It is also being questioned that President Deuba has used the Bagmati state government strategically in the near future. Congress leader Dr. Shekhar Koirala has criticized the agreement saying that it has agreed to use the strategy for the General Convention under the leadership of the Congress for the duration of the General Convention. Indra Baniya, who is seen as the chief minister on behalf of the Congress in the state, had also criticized Koirala on social media.
