Chief of the District Census Office, Darchula, Padma Raj Pandey informed that three cadres locked the office at around 1 pm on Friday. "I am an activist of the revolution. Pandey, head of the census office in Darchula, said that the census could not be conducted in the villages of Gunji, Nabhi and Kuti in the area encroached by India until Nepal's administrative authority was restored.
