What Is Internal Competition Consent Conducted By Teacher Service Commission?(With Key Points)

Feb 22, Kathmandu- It has been agreed that the current quota of school staff will be converted into approved posts and made permanent by the Teacher Service Commission in the internal competition and no age limit will be imposed in the examination.


A 51-point agreement reached between the Ministry of Education, Science and Technology and the Nepal Federation of Teachers on Monday agreed to make the school staff permanent in the internal competition and no age limit in the examination. Similarly, it has been agreed to provide continuity in the post of the merged school staff and to provide facilities to the retired staff by the age of 60.

Minister for Education, Science and Technology Devendra Poudel and representatives of the teachers' federation have signed an agreement to implement the demand.


Other key points of agreement are:
1. To invest 20% in education.
2. Mandatory representation of the federation in the committees concerned with education at all levels.
3. Provision of Teaching Council.
4. To direct the federal act on the basic matters to make uniformity in the act to be made in the local and state.

6. To submit to the Government as suggestions the Constitutional Teachers Service Commission, Constitutional Education Commission, and Schedule-9 (Common Rights List).

10. Retirement teacher's pension lease will be renewed from the district.
11. To increase the number of posts in the teacher's book and make proper arrangements for the living space outside the library premises.
12. To solve the problem of conflict-affected teachers.
13. A teacher code of conduct will be formulated with the participation of the federation.
14. Commitment to increase learning achievement.
15. Continuation of the agreement of 21 February 2019 AD.

About Rahat, Savik Umavi, Kindergarten teachers, and other teachers of temporary nature:
1. To make the quota of relief, former high school and child class teachers permanent by internal/open competition by converting them into approved posts and not to impose an age limit on the working teachers in the examination of the Commission.
2. Educational grant, technical stream, and special education teacher posts will be gradually converted into approved posts.
3. To make arrangements to evaluate the performance of teachers of temporary nature.

About Permanent Teacher:
1. To promote teachers who have worked at the same level for 15 years and have not been promoted even once.
2. In the promotion of teachers, there will be four categories including special, first, second and third.
3. Every time a commission is opened for teachers who are permanent at the lower level and qualified at the upper level, a certain quota will be set aside for internal competition.
4. Teachers above the age of 50 and having completed 15 years of permanent service can retire from temporary service with 5 years double pension.
5. Provision for retirement from temporary service at the age of 60 for a maximum of 10 years.
