Jul 21, Kathmandu: The children of Rolpali who were once forced to carry guns in opposition to bourgeois education, are now forced to buy education at a high price. Government schools have become weak due to a lack of teacher recruitment and adequate educational investment on behalf of the state.
Almost all the schools in the district need teachers from private sources. There is no option for students to pay monthly or yearly fees to pay the salary of teachers from private sources. Due to the lack of subject teachers for a long time, the educational situation here is deteriorating.
Teaching has become uncomfortable due to the compulsion of a teacher who has studied one subject to teach another subject as well. Those who are interested in education say that this problem has arisen due to the lack of 60% vacancies in the district. In Rolpa, out of 407 community schools, 232 schools do not have a single teacher vacancy, so schools hire teachers from private sources.
One problem is that the teachers they hire are on low salaries, and because they study one subject, they are forced to teach another subject. Because of this, the results are always poor as the students do not understand what is taught well. Also, compulsory and free education has to be bought in Rolpa. Most of the parents here have to pay a monthly fee to pay the teachers.
Even though there is a government with authority near the village, it has not yet been able to turn its eyes to the education sector. There are subject teachers in most of the 10 universities. Some are private and in relief. About 60 percent of the schools do not have subject teachers. Mahesh Neupane, president of Child Welfare Model Mavi, says, "Because of this, there is a problem in teaching and learning." Due to the problem of teacher shortage in Rolpa for years, there has been no significant improvement in the educational situation here. The main problem here is the lack of posts.
Since there is no vacancy, the schools are forced to hire temporary teachers when there is no qualified teacher in the advertisement made at a low salary by raising funds from the community. There are a few more subject teachers of English and mathematics. Science teachers are hard to find. In some places, those who have studied science up to 12th standard are forced to study for M.A., N.M.A.' They also go elsewhere after passing. Due to the low salary, they do not meet the qualifications.'' Since there are no subject teachers, it has become difficult to improve education.
The teachers of Rolpa themselves are fed up with the educational situation. There is no post and from where to become a subject teacher. There should be 5 posts in Mavi and 3 in Nimavi, but there is not a single post in more than 100 schools. Madhusudan Pokhrel, head of Balakalyan Mavi at the headquarters, says, "More than 1,200 teachers are lacking in the district."
Rolpa still has zero vacancies in more than 100 primary schools, more than 67 lower secondary schools and more than 64 secondary schools. Most of the remaining 175 schools have low vacancies. Now all these schools depend on teachers from private sources. Where there is always a shortage of subject teachers. In many schools of the district, SLC or IA pass teachers are also the principals in the secondary level schools.
Zero vacancies in the village
Sunchahari Rural Municipality, which has eight secondary schools, does not have a single high school post. There are only 2 Nimavi posts and some Pravi posts. There is a problem. The union has not cooperated despite repeated coordination. The school has to be run from private sources. Village chairman Dhan Bahadur Pun says, "Now we have contracted teachers from the village. We have spent about 63 lakhs on salaries in a year. Our internal revenue barely raises 25 lakhs. There is a significant difference between internal resources and liabilities. Free education is not over. There is a situation where parents have to raise money and hire teachers.
