After the decision of the Council of Ministers, the Ministry of Home Affairs sent a letter to all 77 district administration offices and requested the records of the martyrs. PM Dahal's press expert Manhari Timilsina informed that the list of martyrs was published in the gazette based on the same records obtained from 77 districts.

Although the demand for the recognition of national martyrs has been raised repeatedly for those killed in the people's war, they have not been able to get recognition.
