Discussion Begins On TU Study Report

Feb 24, Kathmandu- Discussions have begun on the study report on the status of implementation of delegated legislations made under the Tribhuvan University Act, 2049 BS.

The 264th meeting of the National Assembly, Public Policy and Delegated Legislation Committee today discussed with experts the Study Report on the Status of Implementation of Delegated Legislations Made under the Tribhuvan University Act, 2049.

Committee Chair Maya Prasad Sharma said that the report was discussed with the aim of discussing the shortcomings and areas that need improvement in the Act.

MP Yubaraj Sharma said that in a country without written laws, there is rule of law, but in places where there is written law, the rule of law is not implemented. He said, “There are errors in the law. The suggestions received are weak. A report should be prepared based on the suggestions.”

Constituent Assembly member and senior advocate Ram Narayan Bidari said that the main reason for preparing the report is to correct the shortcomings that occurred in the past. “There are shortcomings in the law. It is necessary to prepare a report to correct those shortcomings,” he said, “The law has given some powers to Tribhuvan University, making the constitution inactive. This was also wrong. The report is also necessary to correct some of the unclear provisions of the law.”

He suggested calling the university for further discussions and moving forward. Committee Secretary Sanjay Dahal said that if the committee corrects the shortcomings in the act, a proposal for amendment can be made.
