Gagan Thapa's 5 Suggestions To The Government

Mar 11, Kathmandu- Gagan Thapa is the General Secretary of the main ruling party, the Nepali Congress. He is also in the two-party mechanism that provides suggestions regarding the operation of the government. General Secretary Thapa, who is constantly active in providing suggestions to Prime Minister KP Sharma Oli, told the parliament about such dialogues.

On Tuesday, the Chairman of the main opposition party, CPN-Maoist Center, Pushpa Kamal Dahal Prachanda, addressed the House of Representatives. Immediately after Prachanda's address, General Secretary Thapa spoke. General Secretary Thapa, who disagreed with some of Prachanda's statements about the government, made fun of Prachanda's statement that the government should be able to earn trust.

According to Thapa, the government needs to work in a sensible manner. He said that it is a topic that he keeps raising with Prime Minister Oli both when he meets him individually and in group meetings.

He reiterated that various things need to be done to earn the trust of the people. General Secretary Thapa says, "…The government must pay attention to two/three things in terms of earning trust. I would like to tell the honorable Prime Minister – what I have said when I met him alone, I have also said when I met with the leaders of political parties. The government must pay attention to some things in terms of the government".

Making laws for the greater public interest

According to Congress General Secretary Thapa, the first issue that the government should pay attention to is making laws for the greater public interest.

While the government is making laws, he urges that the issues that those laws reform should be for the greater public interest.

“The government should remain vigilant as questions have been raised that no individual or group should take advantage of that (law),” said General Secretary Thapa.

Transparency in all types of decisions and appointments

General Secretary Thapa said that everyone is closely watching all the decisions and appointments of the government.

‘We are closely watching the appointments of the governor. We are closely watching the appointments of the IGP. Who is a person, who is not a person? Everyone knows that Nepal is so small,’ is the suggestion of Congress General Secretary Thapa to the government.

He said that the government should be able to create an environment in which it can win the trust of the Parliament, political parties and the common people through its actions, its work, and its decisions on every issue.

He recalled that Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel had made commitments on several issues in Parliament after taking charge.

‘However, while taking charge, we should also keep in mind that Parliament is also constantly watching, we are all watching,’ he said. However, he did not clearly explain on what issue the Finance Minister had made commitments.

Do not go to unnecessary places

General Secretary Thapa made another request to the government.

‘My request to the government, to the government ministers is that you should not touch unnecessary places. It is like saying that touching unwanted places and hurting a head that is not hurting is like tying hair. Things that should not be used, things that are not necessary. The government should not go to unnecessary places and do unnecessary work,’ General Secretary Thapa said.

However, General Secretary Thapa did not clearly explain where the unnecessary places are and what unnecessary work is going to be done or what efforts have been made.

There should be no discrimination in punishments

General Secretary Thapa recalled that the issue of imposing punishments is within the power of the government. He said that questions are constantly being raised that this right has not been exercised fairly and judiciously. He said that this issue is being discussed even behind closed doors.

‘Whether it is a cooperative case, whether it is a case of embezzlement of public land, whether it is a case of human trafficking. Whether it is a person vandalizing a campus,’ says General Secretary Thapa, ‘it must be established that the law is equal for everyone.’

He is confident that by doing this, the government can earn trust. General Secretary Thapa adds, ‘When will the government earn trust? Someone will be on its side, someone on its side. Mine, yours, this party, this flag bearer, my party, this one

Create an environment for working within Nepal

Noting that the government formed by the Congress and UML has taken forward the work of reforms in the economic sector, he said that the government should create an environment to earn trust in order to move the reform work forward at a rapid pace.

He said that it is necessary to create an environment where work can be done within Nepal. He said that the government also needs an environment to earn trust in order to create an environment that encourages it.

‘The economic reforms that have just started need to be further accelerated. It needs to be increased. For this, such an environment needs to be created that it can be done within Nepal. An environment that encourages the youth working within Nepal needs to be created,’ he said.

He said that dialogue with the citizens is needed to create such an environment.

"To communicate with the citizens, trust needs to be earned. To earn trust, the questions raised must be addressed. If there is a mistake or omission in the question, it must be corrected. It cannot be run away from it, nor can it be covered up", is the suggestion of General Secretary Thapa to the government.
