Mar 31, Kathmandu- Five replacement bills in the National Assembly have been passed. The National Assembly passed the replacement bills of five ordinances introduced by the government with a majority on Monday.
After being passed by the House of Representatives, the ‘Bill to amend certain Nepal Acts relating to the promotion of good governance and public service delivery, 2081’, the ‘Bill to amend certain Nepal Acts relating to economic and business environment improvement and investment promotion, 2081’, the ‘Privatization (First Amendment) Bill, 2081’, the ‘Financial Procedures and Fiscal Responsibility (First Amendment) Bill, 2081’ and the ‘Bill to amend certain Nepal Acts relating to cooperatives, 2081’ had reached the National Assembly.
The five replacement bills passed by the National Assembly will now be sent to the House of Representatives. According to Rule 128 of the House of Representatives Rules, after the replacement bills are passed by the National Assembly, those bills will be sent back to the House of Representatives with a message.
The Speaker of the House of Representatives must certify the bills and send them to the President for assent. Only after the President's certification will the replacement bill become law.
Before the start of the current parliamentary session, the government had brought six different ordinances. These were presented in the House meeting on 18 Magh. However, after the ruling party could not reach an agreement on the land-related ordinance among the six, the government had brought a replacement bill for five ordinances.
Based on the date of submission of the ordinance in the House on 18 Magh, the replacement bill brought by the government should be passed by both houses of the Federal Assembly by 19 Chaitra and certified by the President.
