Apr 08, Kathmandu- Although there is a provision to appoint the governor of the Nepal Rastra Bank one month before the vacancy, the government has violated it. Even after Mahaprasad Adhikari has taken leave from the post of governor, the government has not been able to give new leadership to the Nepal Rastra Bank.
Although the government has formed a three-member recommendation committee to appoint the governor, it has not even been able to hold a meeting. The members of the recommendation committee have expressed dissatisfaction over the delay in the appointment process.
Section 25 of the National Bank Act 2058 BS states that a public notice should be issued by appointing the incumbent Governor to the post of Governor one month before the post becomes vacant. ‘The Government of Nepal shall, generally, appoint the incumbent Governor to the post of Governor in accordance with this Act one month before the post becomes vacant and shall publicly publish and broadcast the notice thereof,’ states Section 25 of the Act.
The government has not even been able to hold a meeting of the recommendation committee formed for the appointment of the governor.
The Council of Ministers had formed the governor recommendation committee under the coordination of Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel two weeks ago on Chaitra 11. The committee includes former governor Bijayanath Bhattarai and economist Bishwa Poudel. The meeting of the recommendation committee has not been held yet.
