Apr 28, Kathmandu- Leaders of the Unified Socialist Party of Nepal have joined the ongoing 27-day protest of the Nepal Teachers' Federation. Leaders including President Madhav Kumar Nepal, respected leader Jhalanath Khanal, Senior Vice President Rajendra Pandey have reached New Baneshwor to support the teachers' protest.
But after the teachers shouted slogans against the leaders of the Unified Socialist Party, they returned from the protest site.
Earlier, UML Deputy General Secretary Pradeep Gyawali had urged Madhav Kumar Nepal to instruct him to finalize the education bill as soon as possible, as the Education Committee Chairman is a member of the Unified Socialist Party, rather than expressing solidarity with the teachers' movement.
The Nepal Teachers' Federation has been protesting for the 27th day demanding the promulgation of the School Education Act. The act is under discussion in the Education, Health and Information Technology Committee of the Parliament. The School Education Act has not been promulgated as the bill has not been passed by the committee and has not been submitted to the Parliament. The chairman of the committee is Ammar Bahadur Thapa, a member of parliament from the Unified Socialist Party.
Even though the cabinet meeting decided to address the demands, while the teachers were flexible and ready to reach an agreement with the government, President Thapa had said in an interview that even if the teachers took to the streets demanding the act, it could not be issued immediately. President Thapa has said that it will take another month to complete all the discussions and processes.
The School Education Bill is currently being discussed with amendments in the subcommittee of the Education, Health and Information Technology Committee. The subcommittee has been given a deadline of April 23. The bill will finally be tabled in the House of Representatives after it is passed by the Education, Health and Information Technology Committee with amendments.
After discussion in the House of Representatives, it is sent to the National Assembly. After discussion in the National Assembly, it is passed by the Assembly. The National Assembly sends the message of the passage to the House of Representatives. Only after the House of Representatives passes it with the message, it is sent to the President for certification through the Speaker. After the President verifies it, it is published in the Gazette and the Act comes into force.
The Ministry of Education has repeatedly called teachers to meetings and talks, but no agreement has been reached. On the other hand, the ruling party has claimed that the opposition party has unnecessarily provoked the teachers, which is why no agreement has been reached.
