May 18, Kathmandu- The subcommittee formed by the Education, Health and Information Technology Committee of the House of Representatives to discuss the School Education Bill clause-wise has submitted its report.
The subcommittee, formed on Chaitra 08 under the coordination of CPN-UML MP Chhabilal Bishwakarma, submitted its report on the School Education Bill to the committee after nearly two months of discussions.
The Education, Health and Information Technology Committee of the House of Representatives had formed a subcommittee to discuss the School Education Bill clause-wise. Although the subcommittee was given a deadline of 35 days to submit its report, the work was completed in about two months.
Along with Bishwakarma, the subcommittee included MPs Dig Bahadur Limbu, Devendra Poudel, Mahendra Kumar Ray, Ram Prakash Chaudhary, Rekha Sharma, Bina Jaiswal, Binita Kumari Singh, and Sarita Bhusal.
Subcommittee coordinator Bishwakarma has handed over the report to committee chairman Ammar Bahadur Thapa. A week and a half after the subcommittee was formed, i.e. from Chaitra 20 for a month, teachers had staged a protest in Kathmandu.
After a 29-day-long protest, schools reopened on the night of April 17 after a nine-point agreement was reached between teachers and the government. The government had stated that it would introduce and pass the Education Bill in this session of Parliament based on those points.
The subcommittee had discussions and consultations with other members of some committees, experts and other stakeholders. The subcommittee also discussed with the agitating teachers.
During the course of concluding the agitation, Education Minister Raghuji Pant had said that an additional liability of Rs 8 billion would be incurred for the implementation of the agreement. Along with the additional financial liability, questions have also been raised about the relief and the future of temporary teachers and school employees.
