May 19, Kathmandu- The Water Resources Bill, 2081 has been passed by the House of Representatives. The Water Resources Bill was passed by a majority vote of the House of Representatives on Monday.
The proposal put forward by Minister for Energy, Water Resources and Irrigation Deepak Khadka to pass the Water Resources Bill was passed by a majority vote in the House of Representatives.
The bill, which was proposed by Minister for Energy, Water Resources and Irrigation Deepak Khadka, aims to establish a comprehensive legal framework for the proper utilization and conservation of Nepal's water resources. Minister Khadka emphasized the importance of drafting laws that address how water resources are managed, protected, and distributed fairly across all levels of government.
Speaking about the bill, Minister Khadka stated, “This bill was brought forth recognizing the need to amend existing laws and update them to suit current requirements. It addresses questions like: What is our water capacity? Where should it be protected? How can water be distributed equitably?”
He further explained that the law seeks to clarify the rights of the three tiers of government, enhance their responsibility in water management, and ensure accountability in terms of profit and loss. Khadka added that the bill will be supplemented by regulations and procedures to address issues not explicitly included and to incorporate suggestions raised during discussions.
Members of Parliament, including Dilendra Prasad Badu, Madhav Sapkota, Amaresh Kumar Singh, Kiran Kumar Sah, Sunita Baral, Laxmi Tiwari, Prem Suwal, Hitraj Pandey, Thakur Prasad Gaire, and Lekhnath Daha, participated in deliberations on the bill, along with the report prepared by the parliamentary committee.
