Jun 17, Kathmandu - Kathmandu Metropolitan City Mayor Balendra Shah is ready to hold a meeting of the Resource Estimate and Budget Limit Determination Committee.
However, a metropolitan city source has informed that Mayor Shah has asked the administration to prepare a proposal to hold the meeting without the committee's member secretary and chief administrative officer, Saroj Guraga.
The local level is legally obliged to submit the budget by Asad 10. It is mentioned that the budget should be passed by Asad Masanta. However, the budget was in confusion after the meeting of the Resource Estimate and Budget Committee, which is coordinated by Mayor Sah, could not be held.
Not only the executive and the municipal assembly, but also the meeting of the Resource Estimate and Budget Limit Determination Committee has not been held. Since Mayor Sah tried to hold the meeting without the help of the committee's member secretary, it is certain that it will also be in confusion.
Sah has called a meeting at 11 am on Ashadha 4 in the mayor's own office. However, metropolitan sources have informed that the meeting was in confusion after Guragain was 'bypassed' in the meeting, where a member secretary was mandatory.
The committee members include Deputy Mayor Sunita Dangol, executive members Navin Manandhar, Nawaraj Parajuli, Maiyalakshmi Maharjan, and Anita Karki Doli.
According to Sub-section 1 of Section 17 of the Local Government Operation Act 2074, there is a provision that ‘the executive meeting shall be held at least once a month’. But the executive meeting of Kathmandu Metropolitan City has not been held for 7 months.
The municipal assembly meeting is also mandatory to be held every 6 months. Moreover, in the face of the budget, there is an obligation to hold a municipal assembly meeting.
However, Mayor Shah has not been able to hold both the executive and the municipal assembly. That is why the development and construction work of the metropolis, policy decisions, and other tasks are also in doubt.
