Jul 27, Kathmandu - The Nepal Communist Party (NCP) has expressed strong disagreement with the government's recent move to retain the National Investigation Department (NID) under the Prime Minister’s Office instead of returning it to the Ministry of Home Affairs.

Members of Parliament from the NCP have submitted a proposal to amend the relevant legislation, demanding that the department be reinstated under the Ministry of Home Affairs. The government has recently introduced a bill in Parliament to amend the Special Service Act, 2042, to legally establish the NID’s current status under the Prime Minister’s Office. Previously, the department was shifted from the Ministry of Home Affairs to the Prime Minister’s Office through the Administrative Division Regulations-2083.

However, prominent NCP leaders, including Chief Whip Yuvraj Dulal and MP Ganesh Bahadur Bishwakarma, insist that the law should explicitly state that the department operates under the Ministry of Home Affairs. Dulal has proposed removing the clause referencing the Prime Minister’s Office and replacing it with the Ministry of Home Affairs. Similarly, MP Bishwakarma has also registered an amendment to include the department’s establishment and operation under the Ministry in the law.

The status of the National Investigation Department has seen multiple changes over the years, shifting between the Prime Minister’s Office and the Ministry of Home Affairs based on political and administrative decisions. While the government is currently seeking to legally formalize the department’s placement under the Prime Minister’s Office, the NCP has formally demanded that it be reverted to the Ministry of Home Affairs through parliamentary amendments.
