Sep 17, Kathmandu - The meeting of party leaders to establish a parliamentary special committee to study and recommend measures related to the Bhote Koshi floods and other disasters ended without a conclusion. The leaders' meeting held on Wednesday, Bhadra 31 had previously decided to urge the Speaker to form the committee.

However, during a subsequent meeting of parliamentary office bearers on Thursday Ashwin 1, consensus could not be reached on the matter. While the ruling Rastriya Swatantra Party (RSP) expressed willingness to form the committee, opposition parties demanded clarity on who would be appointed as its chairperson.

Opposition leaders argued that naming the committee chair would simplify the process of recommending members based on their 'status' in Parliament. Conversely, RSP Deputy Leader Ganesha Parajuli reportedly opposed this proposal, according to Congress Parliamentary Party whip Niskal Rai.

Traditionally, the opposition has proposed that the parliamentary special committee be formed as a joint session of the House of Representatives and the National Assembly. A proposal was also made to include a small representation from the National Assembly; however, Parajuli outright rejected this suggestion.

"Since Wednesday’s high-level party leaders' meeting agreed on forming a parliamentary special committee, we were scheduled to meet today," Rai said. "We had two proposals: first, RSP should inform us who will be the chairperson, so we can recommend members accordingly; second, since the committee is to be formed through a joint session, we should include members from the National Assembly as well."

He added that RSP was not in agreement with either proposal. As a result, the committee's formation will not be announced from the House of Representatives, Rai confirmed.
